The 1988 edition of the State Building Code, Volume V, Fire Prevention, as adopted by the State Building Code Council and as amended is hereby adopted by reference as fully as though set forth herein as the fire prevention code of the city for the purpose of prescribing regulations governing conditions hazardous to life and property from fire or explosion, the provisions thereof shall be controlling within the limits of the city.
