All pets must be provided with:
(A) Proper shelter and protection from the weather;
(B) Minimum pen size of 36 square feet per animal with a minimum height of six feet;
(C) Sufficient and wholesome food and water to keep them in good health and comfort;
(D) The opportunity for vigorous daily exercise;
(E) Veterinary care when needed to prevent suffering and provide humane care and treatment; and
(F) Rabies vaccination.
