It shall be unlawful for any owner to keep any vicious, fierce or dangerous animal, other than a dog, within the city unless it is confined on the owner’s property by means of a secure enclosure, or unless it is under restraint by a competent person by means of a leash and muzzle, and has such animal firmly under control at all times.
