§ 32.04  PARK ADVISORY BOARD.
   There is hereby created a Park Advisory Board to advise the Council concerning the town park and municipal recreation matters generally, structured as set forth below.
   (A)   The Board shall consist of four members to be appointed by the Town Council.
   (B)   Board members shall serve for one-year terms, starting January 1 and ending December 31. A member shall continue in office until her or his successor is duly appointed. If a new appointment is not made by the second Tuesday in March, the incumbent member shall continue to serve for his or her remaining full term. If a vacancy occurs on the Board, the Council shall appoint a member to serve for the remainder of the unexpired term. Members of the Board may be removed by the Council at any time without cause by majority vote of the Council.
   (C)   All meetings of the Board shall be open to the public. The Board shall fix the time and place of its regular meetings. Special meetings of the Board may be called by the President or by any two members by written request to the Secretary. The Secretary shall send to each member, at least two days before a special meeting, written notice fixing the time, place and purpose of the meeting. Written notice of a special meeting is not required if the time of the special meeting is fixed at a regular meeting, or if all members are present at the special meeting. E-mail to a member’s e-mail address of record constitutes written notice.
   (D)   At its first regular meeting each year, the Board shall elect a President and a Vice President. The Vice President may act as president during the absence or disability of the President. The Board may select a Secretary, either from within or outside its membership.
   (E)   A majority of the members constitutes a quorum. Action of the Board is not official unless it is authorized by at least three members present and acting.
   (F)   Meetings of the Board shall be conducted at the Town Hall or such other location as the Board shall designate.
   (G)   The Board is expressly advisory in nature and is not intended to have any duties and powers of a town park board as set forth in state law, including I.C. 36-10-3-10 et seq.
