§ 152.10  APPEALING DECISION OF BUILDING INSPECTOR.
   (A)   In the event the Building Inspector shall refuse the granting of a building permit, and the applicant deems that decision to be unjust or contrary to law, then the applicant may appeal the decision of the Building Inspector to the Town Council in the following manner:
      (1)   Within ten days after the Building Inspector shall give written notice to the applicant of the refusal of the building permit, the applicant shall request the Town Council, in writing, to hold a hearing in review and appeal of the decision of the Building Inspector; and
      (2)   The Town Council shall hear the review and appeal de novo, as if the Building Inspector had neither reviewed the original application or made any decision thereon.
   (B)   The decision of the Town Council, in the event of an appeal, shall be final.
