An owner or lienholder who claims a vehicle impounded and declared abandoned by the town’s Police Department shall be liable to the towing company for its towing fee and per-day storage fee consistent with the charges normally incurred for voluntary towing and storage by that towing company, subject to state limits, and for a fine of $100 payable to the town.
