(A) The town, with regard to the town police vehicles, this section reaffirms that the police vehicles of the town are purchased by the town for and on behalf of the town and should be used within the town limits and should not be used for personal business outside of the town limits.
(B) The Town Council fully recognizes that a dispatch by 911 or any other form of official communication does require the town’s police vehicles to be outside of the town limits and it is totally permissible and in fact required of the Town Marshal as part of his or her duties.
(C) It is also recognized by the Town Council that from time to time the police vehicle must be used to transport prisoners and/or conduct court business or other official police business and for this purpose leaving the town limits is not only permissible but required.
(D) The purpose of this section is to restrict the use of the town vehicle for personal business and to restrict the use of the town vehicle outside the town limits for any other business that is not related to official police business.
(E) Unless it is official police business, no civilian not under the employ of the town shall be in the police car at any time.
