It shall be unlawful for any motor vehicle to travel upon the public streets and alleys within the city limits with a gross weight in excess of 8,000 pounds unless the operator and owner of the vehicle first receives approval of the Town Council, which approval may be withheld if the weight may cause serious damage to the streets and/or alleys to be traveled upon.
