2-3-2: MEETINGS; MINUTES AND BOARD RECORDS:
   A.   All meetings of the board of appeals shall be held in accordance with the provisions of the Riverwoods zoning ordinance. Meetings of the board may also be called at the request of any three (3) members of the board. The board shall adopt its own rules of procedure consistent with village ordinances and any controlling state law. A statement of the facts found by the board shall be included in the minutes of each case heard or considered by it. The reason for recommending or denying any appeal, request or petition made to the board shall also appear in the minutes. In every instance, a statement of the facts upon which such recommendations are based shall appear in the minutes.
   B.   The village president shall designate a recording secretary of the board of appeals, who shall attend all of its proceedings. The recording secretary shall keep the minutes of the proceedings of the board, showing the vote of each member upon every question or, if absent or failing to vote, indicating such fact. With the assistance of the recording secretary, the village clerk shall maintain permanent records of all board of appeals meetings, hearings and proceedings and all correspondence of the board. The village clerk shall provide for keeping a file of all records of the board, and such records shall, except to the extent provided by the freedom of information act 1
