10-2-1: SKETCH PLAN CONFERENCE:
   A.   Application: Prior to the submission of the preliminary plat of any proposed subdivision, the subdivider may make application to the Board of Trustees through the Village Clerk to request a meeting with the Plan Commission to consult with and determine conformity to the Comprehensive Plan, Official Map, Zoning Ordinance and compliance with this and other applicable Village ordinances. The subdivider shall file, with the Village Clerk, eleven (11) copies of the following documents at least ten (10) days prior to a regularly scheduled Plan Commission meeting, eight (8) copies to be distributed to the Plan Commission, one to the Village Clerk noting in "Communications Received", one to the Village Attorney, and one to the Village Engineer.
      1.   Written Notification: To be in the form of a letter of intent from the subdivider to the Board of Trustees, establishing the subdivider's intent to develop the land. The letter shall include the following information and such other material as may be pertinent to the submission:
         a.   Legal description of property encompassing proposed subdivision.
         b.   Names and addresses of the owner(s), including the beneficial owners under the terms of a land trust, owner of record and the subdivider. The proof of ownership shall be in the form of a certified copy of a title insurance policy or a tract search, supplied by a company in the business of investigating land titles, no more than sixty (60) days old at the time of said filing. In the event the title appears in the name of a land trust, the trustee thereof shall certify as to identity each beneficiary of such land trust by name and address and define his interest therein.
         c.   Land characteristics, existing covenants, location relative to the existing corporate limits and existing zoning.
         d.   Description of proposed subdivision including number of lots, typical lot size, gross density, price range and zoning.
      2.   Sketch Plan: A plan that will show, in sketch form, the proposed layout of streets, lots and other features in relation to existing conditions. The sketch plan may be a free-hand sketch made directly on a topographic map or other appropriate medium.
      3.   Tentative Engineering Proposals: With regard to water supply, waste water facilities, storm drainage and street improvements.
      4.   Sketch Plan Conference Fee: The subdivider shall pay a meeting fee of two hundred dollars ($200.00) to the Village Clerk for the initial sketch plan conference meeting. If additional meetings are required, the subdivider shall pay a fee of fifty dollars ($50.00) for each meeting to the Village Clerk.
   B.   The Plan Commission will discuss the proposed subdivision with the subdivider and so advise of any Village plan or projects which might affect the proposed subdivision. The Plan Commission shall review the project with the subdivider and shall advise the subdivider of the following:
      1.   Procedural steps for platting. (Preliminary plat check list)
      2.   Procedural steps for zoning, if required. (Zoning Ordinance)
      3.   Specific ordinances affecting proposed subdivision. (Zoning Ordinance, Building Ordinance, Grading Ordinance, etc.)
      4.   Filing and review fees and bonding requirements.
      5.   Other taxing bodies having jurisdiction and the area of jurisdiction.
The advice provided by the Plan Commission is for information only, and the subdivider has the burden of assessing the effect of the information on the proposed subdivision. No formal action shall be taken by the Plan Commission at the completion of the sketch plan conference. The decision to proceed or abandon the proposed subdivision rests solely with the subdivider.
