For consumption of village supplied water, village residents shall pay user charges at the rates set forth from time to time in the fee schedule.
A. All buildings to which municipal water is supplied shall be equipped with the installation of a village supplied and owned water meter. Water shall not be drawn nor an occupancy permit issued without the installation of a water meter.
B. Billing for residential water service shall be done quarterly and shall be payable by the owner or occupant of the property receiving the service not later than the close of business on the thirtieth day following the billing date. Billing for nonresidential water service shall be done monthly and shall be payable by the owner or occupant of the property receiving the service not later than the close of business of the twenty first day following the billing date. If payment of the full amount of the bill is not received by the village within said period, there shall then be added to the bill and due to the village a service charge in an amount equal to ten percent (10%) of the rendered bill.
