In the event of a conflict between conflicting sections of this chapter, the more stringent requirement shall apply. If any of the provisions of this chapter or the application thereof is held invalid, such invalidity shall not affect other provisions or applications of the chapter which can be given effect, and to this end, the provisions of this chapter are declared to be severable.
