5-6-4: DEFINITIONS:
DECORATIVE LIGHT: A light fixture that is intended to provide moderate or low illumination with a light source that is surrounded by frosted or colored glass, acrylic or other opaque material so that the fixture illuminates the area but causes no discomfort glare. Examples of decorative lights include coach lights above garage doors, lanterns, driveway entry light features, and accent lighting for walkways and landscaping.
DISCOMFORT GLARE: The discomfort experienced by an observer with a direct line of sight to an artificial light source on another property which is of sufficient intensity to cause annoyance, discomfort, diminution in visual acuity or visual impairment, whether temporary or permanent, or which is of a sufficient intensity to constitute an unreasonable interference with the quiet enjoyment of another's home or property.
FACADE FIXTURE: A light fixture that is located with no direct line of sight to the light source when viewed from another property, that is installed no higher than two feet (2') above the ground, and that is aimed solely against the facades of the principal structure located on a lot.
FLOODLIGHT: A light fixture which projects light in a specific direction in a wide beam, typically one hundred degrees (100°) or more.
FOOT-CANDLE: A unit of illuminance on a surface that is equal to one lumen per square foot.
FULLY SHIELDED FIXTURE: A light fixture that is shielded, constructed or located so that: a) there is no direct line of sight to its light source when viewed from another property (whether viewed when trees are leafed out or after leaves have fallen) and b) no light is emitted by the installed fixture into the open sky above the horizontal plane running through the lowest point of the fixture where light is emitted.
LAMP OR LIGHT SOURCE: An electrically powered illuminating device that provides a source of illumination; typically, a bulb, with a glass, acrylic or other envelope and metal base enclosing a filament or arc tube and electrodes.
LIGHT TRESPASS: The light projected onto a property from a light fixture not located on that property.
LUMEN: A measure of the amount of light available from a light source equivalent to the light emitted by one candle (as distinct from "watt", a measure of power consumption). A lamp's light output rating expresses the total amount of light emitted in all directions per unit time. Ratings of initial light output provided by manufacturers express the total light output after one hundred (100) hours of operation. For example, while, a one hundred (100) watt incandescent lamp emits approximately one thousand seven hundred fifty (1,750) initial lumens, a twenty five (25) watt compact fluorescent lamp emits approximately the same initial lumens.
LUMINAIRE OR LIGHT FIXTURE: A complete outdoor lighting unit consisting of a lamp or lamps together with the parts designed to distribute the light, to position and protect the lamps and to connect the lamps to the power supply. For purposes of determining the total light output from a light fixture, lighting assemblies or luminaires which include multiple unshielded or partially shielded lamps on a single pole or standard shall be considered as a single unit.
SECURITY LIGHT: A spotlight or floodlight which is motion detector activated and which cycles off in less than five (5) minutes.
SPOTLIGHT: A bulb or light fixture which projects light in a specific direction in a narrow beam, typically forty five degrees (45°) or less.
TREE MOUNTED LIGHT: A light fixture mounted in a tree so that there is no direct line of sight to its light source when viewed from another property. (Ord. 06-2-4, 2-21-2006)
