For areas other than the business districts, prior to acceptance or adoption by the board, all proposed subdivisions, plans and specifications for roadway reconstruction, and for plantings within the public park system, and all proposed amendments to the zoning ordinance or subdivision regulations 1 shall be submitted to the commission for review and comment as to the effect of such subdivisions, plans, specifications or proposals on the national historic landmark designation of the village or on the general plan of Riverside, as heretofore expressed, regarding the village. The commission shall review all such subdivisions, plans, specifications and proposals submitted to it and shall submit its comments in writing to the board within thirty (30) days following its receipt of the same.
