11-1-3-1: PRESERVATION COMMISSION:
   (A)   Composition: The Riverside preservation commission shall consist of seven (7) resident members. Said members shall have an interest in preservation.
   (B)   Appointment And Term Of Office: The members of the commission shall be appointed by the village president with the advice and consent of the board of trustees of the village, each to serve for a term of three (3) years expiring June 1.
   (C)   Rules And Meetings: The commission, upon its appointment, shall meet and adopt rules of procedure for governing itself, not inconsistent with the provisions of this chapter or the laws of the state, and may, subject to an appropriation therefor, employ clerical assistance and may accept and expend money, gifts or donations in carrying out its purposes and duties. The commission shall adopt a schedule of meetings and shall meet in accordance with such schedule a minimum of four (4) times each year at regular intervals and at all other times when called to meeting by the President and Board of Trustees, or by the Chairman of the commission or by any two (2) of its members. A majority of the members of the commission shall constitute a quorum for the transaction of business, except where a larger vote of the members of the commission shall be required, as may hereinafter be provided.
   (D)   Duties: The commission shall have the following duties and responsibilities:
      1.   To assist the Board in the establishment of standards and criteria for the preservation of landmark buildings and structures having historical, architectural or other significant qualities and characteristics.
      2.   To assist the Board, State Historic Preservation Officer and the pertinent officials of the U.S. Department of the Interior in the landmark designation of buildings and structures identified as having historic significance by the commission and recommended by the commission for such local, State or national designation.
      3.   To conduct such public hearings as may be required with respect to proposed applications for landmark designation or to alter or demolish a landmark building or structure listed in section 11-1-5, appendix D of this chapter.
      4.   To seek expert consulting or advisory services in the pertinent field of history, architecture, architectural history or archaeology, as approved by the State Historic Preservation Officer, with respect to buildings or structures under consideration for placement on the National Register, when there is no member of the commission representing such pertinent field or profession.       5.   To review and process all applications as hereinafter provided for landmark designation of a building or structure, and for exterior construction, alteration, renovation, reconstruction, remodeling, restoration or demolition of landmark buildings and structures listed in section 11-1-5, appendix D of this chapter. The commission may delegate its authority to grant certificates of appropriateness for routine requests for replacement of existing historic materials with like kind materials in instances where the like kind replacements are clearly appropriate and so consistent with the purpose of this chapter and the criteria set forth in section 11-1-3-4 of this section 11-1-3 that further review by the full commission is not required.       6.   To study and recommend to the Board measures dealing with the maintenance and preservation of the areas, buildings and structures designated as landmarks, and the public land elements comprising an integral part of the Historic Landscape Architectural District.
      7.   To undertake educational preservation programs and activities for owners of landmark buildings and structures listed in section 11-1-5, appendix D of this chapter and for the general public.
      8.   To be represented at, at least, one informational or educational meeting per year, approved by the State Historic Preservation Officer, and pertaining to its work and functions or to historic preservation.
      9.   To submit annually to the Board and to the State Historic Preservation Officer a report of its activities.
      10.   To monitor and notify the State Historic Preservation Officer of the actual or proposed demolition or major external alteration of properties within the Village listed in the State or National Register of Historic Places, or of significant elements comprising the basis for the national historic landmark designation of the Riverside Landscape Architectural District.
      11.   To review applications for demolition in residential districts and to determine whether the improvements that are the subjects of such applications are worthy of nomination as landmarks.
      12.   To complement and coordinate its duties and responsibilities herein with those responsibilities of the State Historic Preservation Officer pursuant to Federal laws and regulations where applicable.
      13.   To receive monetary grants, donations and funds from Federal, State, Village and private sources on behalf of the Village to further the purposes and responsibilities herein set forth.
      14.   To perform all other functions so delegated to it by the Board. (Ord. 2846, 1-16-2014)
      15.   To review and assess the impact on the Village's national historic landmark designation of applications for ground mounted utility installations, small wireless facilities and wireless support structures, pursuant to sections 8-10-5 and 8-14-10 of this Code. (Ord. 3014, 2-7-2019)
