11-1-1: PURPOSE AND SCOPE:
The purpose and scope of this chapter is to promote the educational, cultural, economic and general welfare of the community by:
   (A)   Preserving the character of Riverside as developed pursuant to the general plan of Riverside designed by Frederick Law Olmsted, in collaboration with Calvert Vaux and Olmsted, Vaux And Company in 1869 (set forth in section 11-1-5, appendix A of this chapter), and the planning theories of Olmsted and said firm with respect thereto.
   (B)   Preserving the park and roadway system and the use of ornamental gas lamps as established pursuant to said general plan of Riverside.
   (C)   Preserving the national historic landmark designation of the Riverside landscape architectural district and its significance as Frederick Law Olmsted's first planned suburban community, and protecting such designation from possible adverse impacts of future development.
   (D)   Preserving and implementing the planting theories of Frederick Law Olmsted within the Riverside park system.
   (E)   Preserving the historically and architecturally important buildings and structures within Riverside and their original exterior architectural character.
   (F)   Preserving, stabilizing and enhancing values of Riverside properties, including those designated as having historic significance.
   (G)   Promoting community education and pride in the rural charm, beauty and character of Riverside as represented by its historic structures and application of landscape design to utilize topography, plantings and natural features to create a parklike atmosphere.
   (H)   Improving community planning to preserve, protect and enhance Riverside's historical significance, to attract tourists and visitors and provide the opportunity of support of its local businesses. (Ord. 1971, 12-2-1991; amd. Ord. 2550, 12-19-2005)
