Administrative hearings on automated traffic law violations shall be conducted in conformance with section 9-6-4 of this title. A failure of the motor vehicle owner or lessee of a vehicle to appear at the hearing will result in a finding of liability. In the event of a failure to appear, a determination of liability shall be sent to the owner or lessee. The owner or lessee's failure to pay the amount by the date specified in the determination of liability shall result in a final determination upon either denial of a timely petition to set aside that determination, or upon expiration of the period for filing the petition without a filing having been made.
