It shall be unlawful for any person residing in the Village, or for any person having his, her or its situs or base within the Village to park, store, use or operate, or to cause or permit any of his, her or its agents or employees to park, store, use or operate, any motor vehicle within the corporate boundaries of the Village unless that motor vehicle is licensed as provided in this Chapter. In addition, any motor vehicle that has its situs or base within the corporate boundaries of the Village must be licensed as provided in this Chapter. If an application for a State vehicle registration represents that the vehicle is situated in or that the owner resides within the corporate boundaries of the Village that shall be deemed to be proof of these facts for the purposes of this Section.
