All taxicabs licensed by the Village Clerk as provided in Section 9-4-9 of this Chapter shall be issued decals every six (6) months which shall contain a number assigned to the taxicab along with the date of the most recent inspection. Such decal shall contain a space upon which an entry shall be made of the date of inspection of the taxicab by the Chief of Police or an inspector appointed by him, unless inspections are carried out by an approved municipality and accepted by Riverside in which case, said municipality's inspection decal will suffice so long as certification decals are of a distinctly different color with each issuance.
