9-4-7: INSPECTIONS OF VEHICLES AS PREREQUISITE TO LICENSING:
No vehicle shall be licensed as a taxicab, whether upon new application or renewal, unless it is less than four (4) years old, and until it has been thoroughly and carefully inspected and examined. The taxicab must be found to be in thoroughly safe condition for the transportation of passengers, clean fit, or good appearance and well painted. The taximeter in such taxicabs must also be inspected and deemed accurate.
   (A)   It shall be the duty of the owner of each taxicab to submit to the Chief of Police each taxicab for inspection, or proof of inspection by an approved municipality, prior to the issuance of the license and at least once every six (6) months thereafter, or at any time upon complaint.
   (B)   Such inspections or proof of inspections shall have been made prior to issuance of any license. (Ord. 2252, 10-5-1998)
