Parking within the following designated areas shall be limited to persons having a special permit therefor during the hours from seven thirty o'clock (7:30) A.M. to eight o'clock (8:00) P.M. Monday through Friday of each week and from seven thirty o'clock (7:30) A.M. to three o'clock (3:00) P.M. on Saturday of each week:
