In lieu of or in addition to other remedies provided for violations of this chapter, the Police Department is hereby authorized to use an immobilizer or immobilization equipment on any vehicle owned by the violator and located on public property within this Village. Such immobilization equipment is authorized for the purpose of reducing or eliminating costs of towing, impounding and inventorying said vehicle; reducing the additional time and expense concerning the issuance of a complaint or violation notice and the processing of the same; and deterring would-be "scofflaws" from consistent violations of one (1) or more provisions of this chapter. Immobilization shall be accomplished pursuant to section 9-6-11 of this title. It shall further be a violation of this section for any person to injure, damage or otherwise destroy any immobilizer or immobilization equipment belonging to the Police Department of this Village and attached to any vehicle.
