Except as herein otherwise provided, no person owning, controlling or operating any vehicle shall cause or permit such vehicle to stand or park on any street or on any public property in the Village between the hours of two o'clock (2:00) A.M. and six o'clock (6:00) A.M. This section shall not apply to physicians or surgeons while rendering professional services; or to the Village or other municipality, or any officer or employee thereof while in performance of his duty as such officer or employee; or to any person owning, controlling or operating a public cab, while said cab is standing at a public cab stand as designated by ordinance.
