The village does hereby pursuant to law declare its intent to enforce all of the customer service and privacy protection standards of the cable and video protection law. Furthermore, the village hereby delegates nonexclusive enforcement authority to the West Central Cable Agency (the "agency") acting by and through its administrator. Nothing herein shall be construed to prevent the village from enforcing the terms, conditions and penalties set forth in the cable and video customer protection law directly and independently notwithstanding the foregoing delegation; provided, however, that any enforcement measures exercised by the village shall preempt any measures exercised by the West Central Cable Agency in a representative capacity.
