The filing of a notice of lien, and the right to perfect or enforce a lien for sewerage charges is cumulative, and shall not affect or impair the right of the Village to pursue any other remedy at law or in equity that may be available to collect said sewerage charges. The Village President is authorized to institute and prosecute in the name of the Village, in any court of competent jurisdiction, any and all appropriate proceedings to collect said sewerage charges or to enforce or foreclose any lien therefor.
