Every parcel of land with a connection to the sewerage system of the Village shall have a water meter installed thereon at the expense of the owner. All water meters shall be subject to inspection, testing, repair and replacement as provided in subsections 8-6-1(B) and (C) of this title, and the duties of the owners and occupants of the premises on which water meters are located with respect to such meters, shall be as prescribed in chapter 6 of this title.
