Whenever a sewerage service connection or drain is obstructed, or if found to be broken or defective so that sewerage escapes into adjacent premises, the repair or replacement of such sewer or drain may be ordered by the Village Manager. Such repairs shall be made at the expense of the owner or person in control of the premises. (1965 Code §36.06)
