No person shall make a connection or use the Village sewerage system for private use, or excavate under or around any brick, concrete or tile sewer located in a public street, alley or public place without first obtaining a permit therefor. No such connection or excavation shall be made except by a licensed and bonded plumber or drain layer. (1965 Code §36.02)
