8-6-12: PERMIT REQUIRED FOR CONNECTION:
No person shall make an excavation in any street for the purpose of laying a water pipe, or tap, or make any connection with any water main, pipe or surface pipe laid down, including any connection to the primary service pipe supplying water to the main building of any premises for the purpose of providing a supplemental or additional service for a sprinkling system, for an air-conditioning system, or for any other use, without securing a permit therefor from the Village Manager, and no such permit shall be issued until the applicant therefor has complied with all the provisions of this Code relating to the work to be done and unless the applicant is qualified under this Code to perform such work. The cost of all service pipes or connections from any water main or premises shall be borne by the owner of said premises whether installed and made by or for him by the occupant of said premises or by the Village, unless paid for by special assessment or special tax. Any water pipe installed or connection made and maintained on any premises in violation of this section shall be subject to immediate removal at the expense of the owner or occupant of the premises, and the supply of water to said premises shall be subject to being turned off, and no water shall be supplied to said premises until such corrective action has been accomplished.
