The owner of any premises to which water is supplied shall keep the service pipes between the property side of the curbcock and the premises, stopcocks, piping and apparatus on said premises in good repair and protected from frost at his own expense, and shall prevent unnecessary waste of water; and the Village shall not be liable for any damage or loss resulting from the breakage of any service cock or service pipe.
