8-6-9: ENFORCEMENT, FORECLOSURE OF LIEN:
   (A)   The statutory lien on any property for unpaid water charges may be enforced and foreclosed in equity by the Village in the same manner as mechanic's liens or other statutory liens may be enforced or foreclosed against and upon any property subject thereto; and upon foreclosure of said lien for water charges to property subject thereto may be sold and the proceeds of sale applied to the payment of said water charges as in the sale of property subject to mechanic's or other statutory lien upon foreclosure of such lien.
   (B)   The Village President is hereby authorized to institute and prosecute in the name of the Village, in any court of competent jurisdiction, any appropriate proceedings to enforce or foreclose such lien for water charges when any part of such charges has been due and unpaid for six (6) months or more.
