8-6-8: LIEN FOR UNPAID CHARGES:
Whenever charges for water supplied to any premises, including connection charges and water meter replacement or repair costs, remain unpaid for thirty (30) days after said charges are payable, as provided hereunder, the Village Manager, Village Treasurer or Village Attorney shall be authorized to file in the office of the Recorder of Deeds of Cook County, Illinois a statement which shall contain a legal description of said premises, the amount of all unpaid charges for water supplied thereto, including connection and water meter repair or replacement costs, up to the date of filing such statement, and a notice that the Village claims a lien for the amount of all such unpaid charges; but the failure of the Village Manager, Treasurer or Attorney to record such statements shall not affect the right to foreclose the lien for unpaid water bills, as mentioned in the following Section. Notice of the right to file a lien for such unpaid charges upon the real estate shall be sent to the owner or owners of record, by mail, postage prepaid, at least ten (10) days prior to recording such notice of lien.
