The village manager is authorized and directed to plant, trim, spray, preserve and remove trees and shrubs within the lines of all streets, alleys and public parks as may be necessary to ensure safety or preserve the beauty of such public grounds. The village manager may cause to be removed any tree, shrub or part thereof which is in unsafe condition, or which by its nature is injurious to sewers or other public improvements, or is affected with any injurious fungus, insect or other pest.
