If anyone shall construct a sidewalk in the village not conforming to the specifications provided for in this chapter, whether as to location, grade or construction, such sidewalk shall be rebuilt or repaired in compliance with the provisions of this chapter, after order so to do by the village manager. If such order is not obeyed, the manager, without prejudice to the penalties hereinafter provided, may cause the necessary work to be done at the expense of the person in default.
