8-2-23: SKATEBOARDS, ROLLER SKATES AND BICYCLES:
   (A)   No person shall operate any skateboard or roller skates upon or across any public street or highway within this village.
   (B)   No person shall operate any skateboard, roller skates or bicycle upon or across any public sidewalk or alley within the retail business district of this village, as classified and designated by the village zoning ordinance and zoning map.
   (C)   Skateboards, roller skates and bicycles may be operated during daylight hours as hereinafter provided, on the public sidewalks within the residential districts of this village, as classified and designated by the village zoning ordinance and zoning map, provided such skateboards, roller skates and bicycles are operated at such speed and in such manner as not to obstruct or conflict with the use of the sidewalks by pedestrians and not otherwise. Pedestrians shall at all times have the prior right to the use of the public sidewalks, and if, under the conditions of use of the sidewalk, a skateboard, roller skates or bicycle cannot be operated without interfering with the safety and comfort of any pedestrian using the sidewalk, the skateboard or bicycle rider must dismount from the skateboard or bicycle and the roller skater must remove his or her skates or restrict the use thereof to walking rather than skating operation. Under no circumstances shall the public sidewalks be used by two (2) or more skateboard, roller skate or bicycle operators for purposes of racing. The term "daylight hours" as used in this section shall mean the period between the hours of eight o'clock (8:00) A.M. to four thirty o'clock (4:30) P.M. during the months from November through March and eight o'clock (8:00) A.M. to eight o'clock (8:00) P.M. during the months from April through October.
