It shall be the duty of the Chief of Police to see to the enforcement of this Chapter and every policeman shall, whenever there is any obstruction of any street, alley or sidewalk, endeavor to remove the same and, in case such obstruction shall be of such character that it cannot be readily removed, then such policeman shall report it to the Village Manager who shall remove such obstruction.
