(A) No person shall encumber or obstruct any street, alley, parkway or other public place in the village or cause the same to be done by placing any tool shed, concrete forms, construction equipment, building materials, coal, earth or other articles of any kind therein or thereon without first having obtained a written permit from the village manager.
(B) The village manager is hereby authorized to order any tool shed, concrete forms, building materials, construction equipment, coal, earth or other articles which encumber or obstruct any street, alley, parkway or other public place in the village to be removed therefrom. If the owner of such materials or articles fails to remove the same within twenty four (24) hours' notice of so to do, or forthwith if the owner cannot be found in the village the village manager shall cause the same to be removed to some suitable place, at the expense of such owner.
