All excavations under streets, pavements or sidewalks shall be refilled with sand or an equivalent granular material approved by the village manager. Such filling material shall be furnished by the village and shall be compacted in place in layers not exceeding six inches (6") in thickness. Original excavated material shall be removed by the permittee at his own expense. (1965 Code, Sec. 26.18)
