The storage or accumulation of rubbish and other types of waste, including heavy junk or trash materials, upon the open area of any lot or parcel of land in this village for a period of eight (8) days or more, and the deposit or accumulation of garbage, including any food or other edible products for the purpose of feeding or attracting stray or wild animals, upon the open area of any such premises for a period exceeding twenty four (24) hours constitutes a menace to public health and comfort and is offensive to the public welfare and is hereby declared to be a public nuisance and shall be subject to abatement.
