7-2-3: COLLECTION AND DISPOSAL:
   (A)   Except as otherwise provided in this chapter, all rubbish, landscape waste, bulk items, white goods, and other waste, including heavy trash and junk items, shall be collected and disposed of by the contractor, and no owner or occupant of any premises shall employ or permit any person or firm except the contractor to remove any such items from such premises, nor shall any person dispose of, or cause to be disposed of, any items in any other manner.
   (B)   All rubbish collected from residential units shall be placed into an acceptable container of standard waterproof construction consisting of durable metal or plastic material, with a tight fitting cover and with handles suitable for lifting by one worker. Residential units will be limited to two (2) 30-gallon containers of rubbish per collection. Each resident shall be responsible for either furnishing and utilizing village approved waste containers or reaching agreement with the contractor regarding contractor provided wheeled carts. The contractor will not be responsible for collecting loose materials unless a special pick up is ordered. Each residential unit may place one bulk item or white goods per week for collection as part of regular service, without additional cost.
   (C)   A junked automobile, truck, tractor or other motor vehicle shall be disposed of in accordance with state laws and requirements pertaining to the junking of such vehicle.
   (D)   No person shall allow rubbish or other waste to accumulate on any premises or to be stored or kept thereon in such manner as may constitute a nuisance or be a menace to public health or comfort, or except as provided or permitted herein. For the purpose of this provision, it shall constitute a nuisance for any person to deposit or otherwise allow any garbage or other food or edible products to remain in the open on his property for the purpose of feeding or attracting any stray cat or dog not owned by said person or any other domestic animal or rodent or other wild animal at or upon his property.
   (E)   The following days shall be considered holidays for purposes of this chapter:
New Year's Day
Memorial Day
Independence Day
Labor Day
Thanksgiving Day
Christmas Day
Should one of these holidays fall on a regularly scheduled collection day, collection shall be one day late after the holiday for the remainder of that week. The contractor shall inform the residents of each change in schedule due to holidays through local media. No other change in the weekly schedule shall be allowed without prior written consent of the village. (Ord. 2393, 1-21-2002)
