No person shall obstruct any watercourse, river, ravine or gutter so as to cause water to stagnate therein, or to permit foul or stagnant water to stand upon any premises or to block, impede or obstruct the natural drainage to a sewer inlet or of water upon a public street, ditch, gutter or other public drainage course.
