For the purpose of carrying out the provisions of this chapter in connection with health and sanitation, the health officer shall, in accordance with applicable law, be permitted to enter at any reasonable hour, any commercial or other premises licensed by the village, and shall have the authority to issue citations and report to the appropriate authorities and recommend arrest of any person who shall violate any of the health or sanitation provisions of this chapter, and shall, upon receipt of credible complaints or evidence of violations on residential premises, have authority to seek an administrative search warrant or other court order authorizing entry to such premises.
