The village president may by proclamation establish and declare practice blackouts whenever in his opinion the same may be necessary for the preparation of the citizens for emergencies. During said practice blackouts, all the rules set forth in this chapter applicable to blackouts shall be applicable and in force. (1965 Code, Sec. 42.06)
