Upon receipt of an application for a permit to conduct a parade, procession or open air meeting, the village manager or his or her designee shall make an investigation of the proposal with reference to community welfare, safety and traffic control; and when necessary, he or she shall investigate the applicant or applicants and the persons or organizations mentioned in the proposed application and the truth of the statements set forth therein.
