Any person, group or organization desiring to conduct a parade or procession or open air meeting shall make written application to the village manager or his or her designee at least three (3) business days in advance of such event, and shall include in said application the names and addresses of the person, persons, groups, organization or organizations in charge or control of such parade, procession or open air meeting, or responsible therefor; the number of persons and the names of all groups or organizations participating in such parade, procession or meeting; the number and kind of motor vehicles and animals taking part in such parade or procession; the desired route along which such parade or procession is to proceed, or the place where such meeting is to be held; the desired time of starting and the duration of such parade, procession or meeting; and the purpose of such parade, procession or meeting; together with any additional information as may be required by the village manager or his or her designee.
