6-2-3: CARE, TREATMENT AND RESPONSIBILITY OF OWNERS:
   (A)   Owners shall be responsible for the care and treatment of animals owned, kept or maintained upon the premises of such owner. It shall be the duty of each owner to see that every animal owned, kept or maintained by said owner receives a sufficient quantity of good quality, wholesome food and water; adequate shelter and protection from exposure to weather; veterinary care when needed to prevent suffering; and humane care and treatment.
   (B)   No owner shall inhumanely beat, torture, torment, mutilate or cruelly kill his or her animal; or underfeed, fail or refuse to shelter from exposure, overwork or overload, or fail to provide treatment for sickness, injury or disease to his or her animal.
   (C)   No owner shall abandon any old, maimed, infirm, sick or disabled animal owned by said owner; or cause, permit or knowingly allow such acts to take place within this Village.
   (D)   No owner shall keep animals in violation of the Illinois Humane Care for Animals Act 1 or the Illinois Animal Welfare Act 2 .
   (E)   No owner shall keep or permit to be kept or display for exhibition purposes any wild animal contrary to Federal, State, or local laws or regulations.
   (F)   No owner shall allow animal feces to accumulate in any yard, pen or premises in or upon which an animal shall be confined or kept so that it becomes a health hazard to the residing animal, or so that it causes an annoyance or discomfort to nearby residents or the public at large. The accumulation of animal feces is hereby declared to be a public nuisance. (Ord. 2947, 3-16-2017)
