6-1-1: ADVERTISING MATTER:
   (A)   No person shall distribute, throw or place, or cause to be distributed, thrown or placed upon or along any street, sidewalk, alley or public place in the village, advertising matter consisting of any handbill, pamphlet, circular, book or advertisement or sample of merchandise, or medical preparation for the purpose or with the intent of advertising or making known, in general or promiscuous manner, the sale of any merchandise or any business, occupation or profession, medical treatment, medicine, entertainment or other commercial enterprise.
   (B)   Except as herein provided, no person shall distribute, or cause to be distributed, except through the United States mail, any such advertising matter for the purpose aforesaid to an occupant of any premises in the village unless such advertising matter has been previously ordered by an occupant of such premises; provided that this section shall not apply to or be taken to prohibit the delivery of such advertising matter to the occupant of any premises by any solicitor or other persons duly registered with the police department under provision of this code where such delivery is made in the ordinary course of business by such solicitor or other person.
   (C)   No person shall place or cause to be placed, any such advertising matter for the purpose aforesaid in any area, vestibule or entry, or in front of, or along the side of any building or upon the doorstep or porch thereof, or upon any vacant property, private land, yard, driveway or private sidewalk, unless such advertising matter has been previously ordered by the owner or by the person in actual occupation of the premises where such advertising matter is so placed.
   (D)   The distribution, throwing or placing of any such advertising matter for the purposes aforesaid in violation of the provisions of this chapter is hereby declared to be a nuisance and may be abated as such. (1965 Code §20.08)
