In addition to any other fine or penalty required by law, an individual who: a) has been convicted of a violation of the Illinois Vehicle Code, 625 Illinois Compiled Statutes 5/1-100 et seq., or a similar provision pertaining to the use and/or control of alcohol, drugs, intoxicating compounds, any combination thereof and b) proximately causes an incident resulting in an appropriate emergency response, shall reimburse the Riverside Fire Department for the costs of that emergency response, up to the maximum permitted by law.
