4-17-1: RULES AND REGULATIONS; AMENDMENTS:
   (A)   Code Adopted: The international existing building code, 2006 edition, as published by the International Code Council, Inc., three (3) copies of which are on file in the office of the village clerk, is hereby adopted as the existing building code of the village of Riverside for regulating and governing the repair, alteration, change of occupancy, addition and relocation of existing buildings, including historic buildings, in the village; and each and all of the regulations, provisions, penalties, conditions and terms of said international existing building code are incorporated by reference as though fully set forth herein.
   (B)   Amendments: For purposes of this code, the international existing building code, 2006 edition, as incorporated herein, is hereby amended in the following respects:
Section 101.1 Title: These regulations shall be known as the existing building code of the village of Riverside, Illinois, hereinafter referred to as "the existing building code." All references herein to "this code" shall refer to the existing building code.
Section 101.9 References To International Plumbing Code: Any and all references in the existing building code to the "international plumbing code" shall be deleted and replaced by the "Illinois plumbing code, 77 Ill. adm. code 890.110 et seq."
Section 102 Applicability: Section 102 is deleted in its entirety.
Section 104.6 Right Of Entry: Where it is necessary to make an inspection to enforce the provisions of this code, or where the code official has reasonable cause to believe that there exists in a structure or upon a premises a condition which is contrary to or in violation of this code which makes the structure or premises unsafe, dangerous or hazardous, the code official is authorized to secure entry into the structure or onto the premises at reasonable times to inspect or to perform the duties imposed by this code, provided that if such structure or premises be occupied that credentials be presented to the occupant and entry requested. If such structure or premises be unoccupied, the code official shall first make a reasonable effort to locate the owner or other person having charge or control of the structure or premises and request entry. If entry is refused, the code official shall have recourse to the remedies provided by law to secure entry.
Section 115 Unsafe Buildings And Equipment: Section 115 is deleted in its entirety. Dangerous, unsafe, uncompleted, or abandoned structures and equipment shall be demolished, repaired, enclosed, or remedied in accordance with section 11-31-1 of the Illinois municipal code (65 ILCS 5/11-31-1), the owners of such structures shall be enjoined under section 11-31-2 of the Illinois municipal code (65 ILCS 5/11-31-2), or an appropriate action or proceeding may be instituted to prevent, restrain, correct, or abate a violation of the village code in accordance with section 11-13-15 of the Illinois municipal code (65 ILCS 5/11-13-15).
Section 116.5 Costs Of Emergency Repairs: Costs incurred in the performance of emergency work shall be paid by the jurisdiction. The legal counsel of the jurisdiction may institute appropriate action against the owner of the premises where the unsafe structure is or was located for the recovery of such costs.
Section 116.6 Hearing: Section 116.6 is deleted in its entirety.
Section 117 Demolition: Section 117 is deleted in its entirety. Demolition of dangerous and unsafe buildings or uncompleted and abandoned buildings shall comply with section 11-31-1 of the Illinois municipal code (65 ILCS 5/11-31-1).
Section 112 Board Of Appeals: Section 112 is deleted in its entirety.
Section 201.3 Terms Defined In Other Codes: Each reference in section 201.3 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Section 302.9 Plumbing: Each reference in section 302.9 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Section 305.9 Plumbing: Each reference in section 305.9 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Section 509.1 Materials: Each reference in section 509.1 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Section 602.3 Materials And Methods: Each reference in section 602.3 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Section 710.1 Minimum Fixtures: Each reference in section 710.1 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Section 910.1 Increased Demand: Each reference in section 910.1 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Section 910.2 Food-Handling Occupancies: Each reference in section 910.2 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Section 910.3 Interceptor Required: Each reference in section 910.3 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Section 910.5 Group I-2: Each reference in section 910.5 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Section 1301.2 Applicability: Structures existing prior to the date of adoption of this code, in which there is work involving additions, alterations, or changes of occupancy shall be made to conform to the requirements of this chapter or the provisions of chapters 4 through 12. The provisions of sections 1301.2.1 through 1301.2.5 shall apply to existing occupancies that will continue to be, or are proposed to be, in groups A, B, E, F, M, R, and S. These provisions shall not apply to buildings with occupancies in group H or group I.
Section 1401.5 Facilities Required: Each reference in section 1401.5 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
Chapter 15 Referenced Standards: Each reference in chapter 15 to the international plumbing code is deleted and replaced by the Illinois plumbing code, 77 Ill. adm. code 890.110 et seq.
