If a structure has deteriorated and requires rebuilding, and has been found to satisfy the requirements under section 4-12-3 of this chapter, the owner has the option of rebuilding the structure: a) in its immediately previous form, or b) in a more historically correct form, as determined by the Riverside preservation commission.
